Public Consultation


The Council will from time to time need to undertake public
Consultation on projects it is pursuing and will do so in accordance with the
following checklist:
 
            Organisational Needs
 
a.    Is there a shared understanding of what you want to achieve through engagement?
b.     Are you clear about what information you are seeking and how you or the community will use it?
c.    Do you know who you need to engage with?
d.    Who will take responsibility for directing the engagement process?
e.    What is the projected timescale for engagement?
 
Public needs
 
a.    Has the decision already been taken? Is there really an opportunity for the public or stakeholders to influence the decision?
b.    Are you trying to ensure that what you are planning, commissioning or providing meets the public’s needs and preferences?
c.    How are you going to explain to participants why they are being consulted and what their answers will be used for?
d.    Do you know how you will feed back to the community?
e.    Are you trying to give all stakeholders an understanding of what is negotiable and open to change and what is not? How will you set realistic expectations?
f.     Do you have relevant information on the engagement processes that is readily accessible to all members of the community?

M4 Junction 18a

Pucklechurch Parish Council would like to draw to your attention to a public consultation that South Gloucestershire Council is conducting into options for a potential new M4 junction (18a) and its associated link road.
A feasibility study into the creation of the junction and link road has resulted in two options being put forward for consultation. The Eastern Option as currently proposed would potentially have a severe impact on several designated heritage assets, listed buildings, buried archaeological features and the two designated conservation areas of Pucklechurch and Siston. The new road would run in the immediate vicinity of Siston Court which as you know is Grade I listed.
The Parish Council believes that Historic England should make its views known on this matter and urges it to do so since it believes that our heritage is an important community asset that deserves to be protected for all and not just those that live here. It also believes that the area between Pucklechurch and Lyde Green is likely to be archaeologically sensitive and as yet largely unexplored.
The independent study was commissioned by South Gloucestershire Council and Highways England. The aim of the new junction would be to tackle congestion problems in the north-east fringe of Bristol and help businesses operate more efficiently. Funding for the study was secured from the Department of Transport after a campaign led by Chris Skidmore MP that made the case for a new junction in Emersons Green that would serve the Bristol & Bath Science Park and the community at Lyde Green.
On 5th July Pucklechurch Parish Council unanimously resolved to oppose the option for the construction of a new link road through the parish. On 14th July Chris Skidmore MP and Luke Hall MP attended a public protest meeting at which the MPs pledged to oppose the Pucklechurch option.

The consultation will start on 21st August and run for 8 weeks.
